Creating Pathways provides in-home parenting education, developmental screenings, case management, mental health counseling, and support services to pregnant women and families with children ages birth through five, with a focus on two and three year olds. Services are provided for up to two years. Community professionals including public health nurses and social workers make referrals to the program and parents can request services directly as well. All referrals are screened to assure they warrant intensive in-home services. The goals of the program are to strengthen family functioning, increase use of community resources, increase parent-child attachment, increase parenting knowledge and skills, and promote optimal family health and child development.

Creating Pathways uses Partners in Parenting Education (PIPE), Common Sense Parenting, and other parenting curricula. Program effectiveness is measured through pre-and post-surveys and tracking family outcomes. Home visitors and therapists provide the in-home services. The program is located in Laguna Hills and serves several cities throughout the county.

The Children and Families Commission of Orange County provides funding for this program.
